Cascading of Web Rules

One other thing. Can someone tell me the order in which the web rules are processed?

Can I have one rule for a database and one rule for a document, and if so how do I tell the system to apply the document rule before the database rule.

So for example:
Rule 1:
Incoming pattern: /site/IT.nsf/*
Redirect pattern to: http://newdomain/newsite.apsx
Rule 2:
Incoming pattern /site/IT.nsf/documentA?OpenDocument
Redirect pattern:
http://newdomain/newsite/ITpageA.apsx

How will the system know to try to apply rule two before rule 1 (which it will also match)?
